Managing director Henry Chen says ChinaSoft will use Hong Kong as a platform for global expansion

Long regarded as a regional headquarters capital of the Asia-Pacific region, Hong Kong is also the number one springboard to global markets for mainland Chinese companies.

For Beijing-based ChinaSoft International, one of the leading developers and providers of e-government solutions and software products in the mainland, Hong Kong is its "window to the world", according to managing director Henry Chen Yu-Hong. The company is soon to leverage Hong Kong's advantages by opening an office in Central.

"Our office will mainly be responsible for developing and providing e-government solutions and software products for Hong Kong government authorities and other IT service providers, and for doing offshore work for foreign companies," Mr Chen explained.

While ChinaSoft International sees government authorities as its main target customers, it also provides IT outsourcing services and e-government related consulting and training services.

"ChinaSoft International possesses first-class research and development teams and technology capabilities," Mr Chen said. "It has taken many important state science and technology projects and has also applied for over 20 copyrights and patents, which have formed a series of widely-used software products and total solutions."

At the same time, the company has built more than 200 network information systems for clients, including the Tianjin Economic-Technological Development Area, Dalian Economic-Technological Development Area, the National Bureau of Auditing, the Ministry of Communications, the Ministry of Agriculture, the Ministry of Civil Affairs, China  Netcom, China Unicom, IBM, HP, Motorola and Nortel.

"All of these are only our present business," Mr Chen continued. "I believe that with the development of our group, we will expand the scope of our business in software localisation and outsourcing, software export, and the like.

"As everyone knows, Hong Kong is one of the largest financial and trade centres in the world. It owns advanced management technologies and rich management experience."

Mr Chen also views Hong Kong and the mainland's shared culture and language as key. "For these reasons, we feel that Hong Kong is the most appropriate region for ChinaSoft International to access the international markets," he said.

"The foreign market is very important for us, because we desire to improve and develop. Hong Kong is our window to the world. That's why ChinaSoft International is expanding its operations in Hong Kong."
