A free trade agreement between Hong Kong and the Chinese mainland will take effect from 1 January 2004. Under the deal - known as the Closer Economic Partnership Arrangement, or Cepa - Hong Kong companies, or goods classified as made in Hong Kong will benefit from easier access to the Chinese mainland. 

Generous provisions allow overseas companies to benefit from Cepa by partnering with, outsourcing to, of investing in, a Hong Kong-based company.
